Thats Mean: Start a Chord Pattern(there :Tonic(i) minor chord), then move up a fourth and build a triad or seventh chord on each new root note and finally end musical sentence by
E or E7(V or V7 chord) Cadence chord(V or V7 to i)  that V or V7 Chords is an Authentic Cadence

reminder: The E or E7(V or V7) is a Cadence and Primary Dominant in the minor Scale,and G or G7(V or V7) is a Cadence and Primary Dominant in the Major Scale(
The E or E7 is count Chromatic Chord in the minor key, The G or G7 is count Diatonic Chord in Major Key)

Notice: You can add a Secondary Dominant(V7/iv:A7) to this chord progressions in order to adding Anticipation and Romantic sense

i'll explain about Secondary Dominants as to Natural,Harmonic and Melodic minor scales in Harmony of Popular and Romantic, You dont know how much the Secondary Dominants is important and sweet in Popular music harmony,I love them so much
